I think that it is quite likely that intact boys who have a moveable foreskin would discover the joys of masturbating sooner than circumcised boys. I have seen lots of stories about intact boys learning to mastubate at an early age that agree wit my own experience.
As an adult, my foreskin still likes to stay over the head. Now I can pull it back easily but when I let go, it soon returns to the covered position.

The question was asked if masturbation technique alters the foreskin.The answer is definitely yes.
